WEST COAST EQUESTRIAN (WCE) -
Junior/Amateur Medal Class
Qualifying Classes:
Eligibility: Open to current
CPHA and PCHA Junior and Amateur members
whose trainers are current members of the
California Professional Horsemen’s
Association. Riders who show in a non-restricted
jumper class with fence heights above level
seven (7) may NOT enter this class at the
same show (Exception: Zone 10 Young Rider
Trials). Stallions are allowed per USEF
jumper division rules.
Class Conditions: This
class is designed as a jumper type equitation
class, which will be held in the jumper
ring over a jumper course at level four
(4). The class will have a time allowed
based upon a speed of 375 meters per minute.
Time allowed is a definite factor
in this class and may only be changed by
the course designer after the round of one
of the first three competitors and only
if he/she thinks a gross error was made
in the original calculation. Natural
fences, liverpools, and a small water jump
may be included at the course designer’s
discretion. No work-off is required. At
least two competitors must complete the
course for points to be awarded. Start and
finish markers will be provided and an audible
tone will be used.
Judging: A jumper type
horse with jumper equipment is allowed and
will not be penalized. The class will be
judged under the current rules and standards
of the USEF equitation division for jumper
oriented medal classes. Although this class
is judged on the rider’s equitation
style, the manner in which the horse and
the course is ridden should reflect the
qualities necessary for an efficient (time
saving) pace and track with the horse in
a frame to minimize knockdowns. One point
(1) will be subtracted from the rider’s
score for each commenced second taken over
the time allowed and a minimum of four (4)
points will be deducted for each knockdown
on course. Judges are asked to walk the
course when possible and where there are
striding options the judges are asked not
to penalize any option that might be used
to achieve the best result appropriate to
the individual horse/rider combination.
Qualifying for the Final:
Points will be awarded in qualifying classes
as follows: 10, 8, 6, 5, 4, 3, 2,1 providing
there are at least eight riders who complete
the course. If there are less than eight
eligible ribbon winners, points will be
awarded by the same scale using the lowest
numbers. For example, if there are five
ribbons awarded, the points will be 5, 4,
3, 2, 1. If there are two, they will receive
2 and 1 respectively. Accumulating ten points
during the qualifying year allows a rider
to compete in the finals. Riders may accumulate
points until the Sunday preceding the Finals.
All riders including past WCE Final winners
may continue to ride in qualifying classes
to accrue points towards the Year-end High
Point award given at the CPHA luncheon held
during the PCHA convention.
Permission to hold this class must be obtained
from the CPHA Office located at 10153 ½,
Suite 391, Toluca Lake, CA 91602. A check
payable to the CPHA Foundation for $5.00
for each class competitor will be sent to
the CPHA office as specified on the Horse
Show Financial Results Form.
WCE Junior/Amateur Finals:
Eligibility: Open to riders
who have accrued at least ten points in
WCE-Junior/Amateur
qualifying Medal Classes since the preceding
Final. Exception: previous Final winners
are ineligible. Riders who show at the Final’s
show in a non-restricted jumper class with
fence heights above level 7 may NOT enter
this class. All riders will compete in rounds
one and two. There will be a third round
consisting of the top 15.
Warm-up class: open only to WCE horse/rider
combinations.
Judging: The final will
be judged under the current rules and standards
of the USEF equitation jumper oriented medal
classes. Although this class is judged on
the rider’s equitation style, the
manner in which the horse and the course
is ridden should reflect the qualities necessary
for an efficient (time saving) pace and
track with the horse in a frame to minimize
knockdowns. During each round, one point
(1) will be subtracted from the rider’s
score for each commenced second taken over
the time allowed and a minimum of four (4)
points will be deducted for each knockdown
on course. The maximum permissible score
for a round with one or more time faults
and knockdowns is 90. A jumper type horse
with jumper equipment is allowed and will
not be penalized. Stallions are allowed
per USEF jumper division rules. Judges will
sit together for rounds 1 through 3, and
will give one score after each competitor’s
ride.
They will use the open numerical scoring
system, and the scores will be
announced. Judges are required
to walk all courses and where there are
striding options the judges are asked not
to penalize any option that might be used
to achieve the best result appropriate to
any individual horse/rider combination.
Scoring:
• Round 1 will be judged under a modified
power and speed format. (Table II, sec 2
(c)), with no time allowed for the power
phase, and a 400 meters/minute time allowed
for the speed phase. Horses will continue
on to the speed phase regardless of knockdowns.
• Round 2 will be judged over a jumper
type course that will include at least one
double and one triple combination (or three
doubles), as well as a liverpool, and a
time allowed based on a time of 375m/m.
• Round 3, which will immediately
follow round two, will be judged over a
speed or jump-off type course with a time
allowed based on a speed of 400m/m. The
scores from Rounds 1 and 2 will be averaged
and carried into Round 3. Only the top 15
and anyone tied for 15th position will come
back for Round 3. The score from Round 3
will be added with the average brought in
(from Rounds 1 and 2) to produce an overall
score. There will be no further rounds or
work offs after round 3.
Ties: Ties for any placing
after any round will be broken based upon
the most efficient time in that round, with
the higher placing given to the faster time.
Courses: Courses throughout
the final will consist of advanced equitation/jumper
type fences approximately 3’6”
in height with spreads from 3’6”
to 4’3”. A plank may not be
the top element of any obstacle. . Time
allowed is a definite factor in this class
and may only be changed by the course designer
after the round of one of the first three
competitors and only if he/she thinks a
gross error was made in the original calculation.
Start Order: The start
order for Round 1 will be drawn. Start order
for Round 2 will be reverse order from Round
1. The start order for Round 3 will be low
score to high score from the first two rounds.
Schooling Rules: USEF
Jumper schooling rules will be followed
for all phases of this final
.
Awards: After Rounds 1
and 2 riders will receive ribbons thru 6th
place for both the Juniors and Amateurs.
After Round 3 the top 10 will receive awards,
ribbons and coolers. Special awards will
go to the highest placing three riders of
opposition, if available, within the top
15. The trainers of the overall champion
and the highest placed opposition will receive
a special award.
Substitutions: The same
horse must be ridden through all phases
of the competition. However, due to illness
or injury of the horse a rider may petition
to ride a substitute horse. This substitution
must be approved by the Appeals Committee
consisting of the Show Manager, the Chief
Steward and the Official Veterinarian, who
has in fact examined the horse and determined
it’s unsuitability to continue.
Special Condition: If
a competitor or trainer wishes to discuss
any part of the WCE Finals with one of the
judges or the course designer, one of the
following must be present: the technical
delegate, a show steward, or a designated
representative of show management.
Protests: A protest must
be made in writing and handed to either
the technical delegate, show steward, or
show manager within one half hour of the
class or situation being protested. A committee
will be immediately convened to rule on
the protest consisting of the technical
delegate, a show steward, and a representative
of show management. This committee will
be the sole arbiter of the protest and their
decision will be final without further recourse
of any kind.
Riders Meeting: There
will be a riders and trainers meeting prior
to the warm up class with the medal finals
officials. Time will be posted in the prize
list.
